Yuba City plans central city specific plan overhaul and zoning code update after receiving planning grant

Yuba City planning staff told the Planning Commission the city has secured a planning grant to update its central city specific plan and will start a comprehensive zoning code overhaul to implement the recently adopted 2040 General Plan.
Mr. Libby said the central city specific plan dates to 1997 and is due for an update. He said the city received a "reconnected communities" grant that will fund an overhaul focused on downtown priorities and include a substantial outreach budget so the city can engage the downtown business association and surrounding neighbors. "That's gonna allow us to update our central city specific plan. And so that plan is 33 years old. It was last updated in 1997... We're hoping to basically, reenvision the central city plan, focus it, make sure it's focused on the downtown. We're gonna have a healthy, outreach budget so we can, do a lot of community outreach," Libby said.
Staff also described the next step in implementing the 2040 General Plan as a zoning code overhaul. Libby said funds have been set aside for general plan implementation and that the zoning code update will aim to streamline processes and incorporate state-mandated changes to facilitate housing development. He said the city is considering objective design standards for both residential and commercial development as a tool to streamline permitting.
No formal action was taken; staff said the zoning code update work would begin this year and that project applicants appreciate public attendance at commission meetings.
