City steps up enforcement on illegal mobile food vendors; ordinance rewrite underway

Yuba City staff told the Planning Commission the city is revising its mobile vendor ordinance and has begun an interim enforcement process to address illegal popup restaurants and mobile food vendors.
Mr. Libby said the city attorney's office is rewriting the ordinance. In the meantime, staff and code enforcement have been notifying property owners where illegal pop‑up cooking operations were occurring and asking for assistance in stopping those activities. "We're notifying property owners first that these activities are occurring on their site and asking their help to stop it. But we're making them aware that if it continues that they can be subject to citation fines," Libby said.
He described the typical operation as an "easy up" pop‑up canopy with food prepared from a van that would not meet county environmental health requirements or have a business license. Staff said code enforcement identified locations, sent letters to property owners and planned a return visit on Friday evening to close down illegal operations and issue fines to property owners who were previously notified.
The Planning Commission did not take formal action; staff framed the enforcement as an interim step while ordinance revisions proceed.
