Yuba City planning staff told the Planning Commission that the City Council has initiated an overlay district for Downtown Plymouth Street that would prohibit new smoke and vape shops and retail stores selling alcohol for off‑site consumption within a defined downtown area.
Mr. Libby said the overlay would apply from Colusa Avenue (State Highway 20 South) to Bridal within the downtown business area (referred to in the meeting as the "DBA area"). He said the prohibition would target retail uses that would require Type 20 and Type 21 ABC licenses: "The other part of the overlay, I should say, also prohibits, retail stores that would sell, alcohol for off-site consumption. So on the technical side of things, that would be, typed, I think, 20 and 21 a b c license."
Staff said it is preparing the overlay and expects to bring it to the Planning Commission for review in the near future. No ordinance text or a public hearing date was provided during the update.
The commission did not take formal action at this meeting; staff framed the overlay as a council-initiated direction and part of longer-range downtown work.
