Committee approves write‑off of delinquent utility accounts older than three years

Bobby Fitzjohn, the city’s financial services director, presented the annual recommendation to officially write off delinquent accounts that are more than three years old, primarily utility billings.
Fitzjohn said the write‑offs were already accounted for as uncollectible at the prior June close and that the city continues to attempt collection when possible through the North Carolina debt setoff program. He said if an individual later seeks new utility service, the city will require them to clear the balance before reconnection.
Fitzjohn noted an apparent gap in the historical list — a fiscal year was omitted in the attachment — and explained the omission was an accounting consolidation where two fiscal years’ write‑offs were processed together. He said the city collects more than 99.5% of utility billings overall; the write‑offs represent a small portion of total billed amounts.
A motion to approve the write‑offs was made, seconded and passed.
