San Antonio unveils heat resilience playbook work and Cool Neighborhoods implementation update

City resilience and emergency-management staff told the City Council on Wednesday that San Antonio is advancing a citywide Heat Resilience Playbook and rolling out targeted neighborhood interventions to reduce temperatures and protect vulnerable residents.
Deputy Fire Chief Brian O'Neil, the city’s Emergency Management Coordinator, described a new heat-information hub on sa.gov/backslashhotweather that centralizes tips, an interactive map of “places to stay cool,” and a heat-illness dashboard that tracks heat-related illnesses in the community since 2022. “It’s a 1 stop hub for our residents to go and look and find resources, anything and everything having to do with heat,” O’Neil said.
Laura Patino, the city’s Chief Resilience Officer, described the San Antonio Heat Resilience Playbook in development. Patino said the playbook is intended as a guide for mayor and council that inventories existing actions, identifies gaps relative to national and peer-city best practices, and recommends implementation steps. Patino said the city used a gap analysis comparing local efforts to the White House Extreme Heat Call to Action, C40 urban cooling guidance and peer cities, and that San Antonio is already advancing roughly two-thirds of identified actions. “The playbook will contain an inventory, description, status, and implementation recommendations for each of the initiatives listed,” Patino said.
Doug Melnick, Chief Sustainability Officer, provided an update on the Cool Neighborhoods program, a geographically targeted initiative that layers interventions such as cool pavement, roof upgrades, tree planting and energy-efficiency work. Melnick said Public Works has completed 7 of the planned 22.5 miles of cool pavement, and cited UTSA research that found cool pavement reduced surface temperatures by 6–12 degrees in 2024 comparisons to fresh asphalt (an earlier 2023 UTSA study reported a 3.5-degree reduction).
Melnick reported early deployment numbers for other measures tied to the Cool Neighborhoods effort: eight under‑1‑roof roofing projects are under construction and 46 are in preconstruction; one low-income weatherization project is under construction with three in preconstruction; UTSA and Parks have identified priority tree-planting corridors with fall planting planned; and UTSA has begun deploying indoor/outdoor temperature sensors at bus stops and in select homes. Melnick said households selected for the sensor pilot will receive two sensors and a $30 monthly stipend to offset electricity costs.
Public transit shade was a focus of the discussion. Melnick said Via currently has just under 6,000 active bus stops citywide, about 38% of which have shelters, and council-approved FY25 budget funds will support targeted shelter installations in Cool Neighborhoods subject to ridership and site constraints. “Bus stops, this is a huge priority as temperatures continue to increase,” Melnick said.
Deputy Chief O’Neil described resilience hubs as more robust locations than cooling centers because several community centers now have backup generators; four of six community centers already have generators and the remaining two are being installed this summer so the hubs can operate during power outages. O’Neil said the resilience hubs program will include a summer series of community events to raise awareness and familiarize residents with the centers’ services.
Patino said the city augmented philanthropic funding—$50,000 from the city’s Reis Fund in fiscal year 2024—to leverage more than six times that amount in philanthropic support (over $300,000) and to fund the playbook’s initial phases and gap analysis. Patino said about one-third of playbook actions are newly proposed; the remainder represent work already underway across city departments.
Councilmembers asked for technical details, activation rules and schedules. Councilmember Villagran requested a written definition of an ERCOT grid emergency. Several councilmembers asked that resilience-hub schedules, cooling-site hours and outreach materials be shared as soon as they are finalized; staff said the website and a council toolkit of messaging will be available and measured for reach.
Staff framed the work as interdepartmental and partnership-based; Patino said the city is partnering with the nonprofit Resilient Cities Catalyst (with philanthropic funding from JP Morgan Chase Foundation) and UTSA for research and monitoring. Several councilmembers urged acceleration of shade at bus stops and more mature residential tree plantings, and asked staff to explore options for installing shade where sidewalks lack room for standard shelters.
Ending: Staff said the Heat Resilience Playbook will be finalized in phases with continued monitoring and that departments will provide follow-up materials and metrics, including the resilience-hub summer series schedule, targeted shelter locations and consolidated performance data for council review.
