The Tulare County Planning Commission on a routine vote conditionally approved three tentative parcel maps, adopting California Environmental Quality Act (CEQA) exemptions and, in one case, granting a waiver of the final map. Each motion passed unanimously with eight votes.
The commission approved tentative parcel map PPM 24-040 for Rafael Lozano and Maria Rosa Lozano under a categorical exemption consistent with CEQA and Title 14 of the California Code of Regulations, section 15315 (minor land divisions in urbanized areas). Commissioner Joe Aguilar moved to approve; Commissioner Bill Whitlatch seconded. The motion passed 8-0.
The commission also conditionally approved tentative parcel map PPM 25-003 under the CEQA “common sense” exemption (Title 14, CCR, section 15061(b)(3)) with a waiver of the final map. Commissioner Gil Aguilar moved to approve; Whitlatch seconded. That motion passed 8-0.
A third tentative parcel map, listed as PPM 25-009, was likewise conditionally approved under the CEQA common-sense exemption; Gil Aguilar moved and Whitlatch seconded. The motion passed 8-0.
During the hearing on PPM 25-003, land surveyor Neil Zirlang, representing applicant Daniel Sliskovich, clarified a condition tied to a Williamson Act contract: “I just want to make it clear, we are not non renewing the entire 80 acre parcel. We are only non renewing Parcel 1 of this project,” Zirlang said, referring to APN 197-080-017. The commission noted condition language requiring a Williamson Act contract renewal (or appropriate notice) before recordation and accepted the applicant’s clarification for the record.
There were no public speakers on the parcel map items. Commissioners indicated there would be a separate vote recorded for each parcel map, and staff noted standard conditions of approval apply. Applicants must fulfill conditions — including any required notices under the Williamson Act and other listed conditions — before the county will record final documents.
