East Greenwich approves Crafted Hope Brewing's outdoor amplified-sound request with 10 p.m. cutoff after neighbor noise concerns

Crafted Hope owner Kyle Tassi told the council the brewery plans mostly solo and duo performers outdoors during warmer months and that larger summer events would be staged away from neighboring houses. "Nothing too crazy or too loud," Tassi said, adding that outdoor events would end at 10 p.m.
A neighbor, Thomas Doyle of 1503 South County Trail, said he received notice only earlier the same day and expressed concerns about noise levels and parking, asking whether the brewery would be subject to the same limits applied elsewhere in town. "That's my main concern as far as the noise," Doyle told the council.
Solicitor Andrew Tights explained the rules that currently apply and how they will change next year. "They are still subject to the noise ordinances of the town of East Greenwich," Tights said, describing the existing DBA scale that limits sound now and a separate DBC standard coming next year aimed at measuring low-frequency bass that travels through buildings. He told the council the new rules will require establishments outside the waterfront and Main Street areas to provide approved sound systems and to have equipment certified by a licensed sound engineer when the DBC standard becomes town-wide.
The applicant and council agreed to a formal stipulation on hours. Council President (presiding) asked that the 10 p.m. end time be placed in the motion; the council approved the license expansion with that condition. The motion passed 3-0.
