Why it matters: the site sits adjacent to Legacy High School and other neighborhood schools, and residents said the proposed density, parking and construction could increase traffic and air exposures. The hearing focused on two technical and legal questions: whether the project qualifies for a CEQA Class 32 categorical exemption and whether on‑site vapor intrusion risks are addressed by proposed mitigation and monitoring.
Applicant and technical presentations
Chris Burt, land use counsel with Cox Castle & Nicholson for the applicant, told the council the project qualifies for a CEQA Class 32 infill categorical exemption and that there is “substantial evidence” supporting the exemption and no unusual circumstances that would require an environmental impact report.
