Board finds West Trade Winds home unsafe; owner given until Nov. 30 to repair roof

The City of Winter Springs Code Enforcement Board on May 27 found the property at 140 West Trade Winds Road in violation of IPMC Section 304.7 for roofs and drainage, declared the structure unsafe and unfit in part based on building-official consultation, and ordered correction by Nov. 30, 2025.
Inspector Chris Alban told the board that his inspection identified tarps and holes through coverings and that the building official agreed that the structure was unsafe and unfit for human occupancy. Alban said inspections and postings occurred in February and that subsequent reinspections through May 22 showed the property remained in violation.
Owner Cheryl Meinholdt told the board she had signed a contract with a roofing company and paid more than $7,000 toward work and permits; she said engaging contractors had been difficult and that several companies refused to proceed or requested engineering work. Meinholdt said contractors planned to start as soon as possible and that the company she engaged planned a full reroof and would check trusses and replace damaged wood as needed.
Board members discussed appropriate compliance timelines and noted that opening the roof to assess truss damage could change scope and schedule. Counsel explained that an active permit would toll the enforcement timeline while work is progressing toward final inspection.
After discussion, the board voted to find the property in violation and gave the owner until Nov. 30, 2025, to correct the violation; the board set a $100 daily fine for each day the property remained in violation beyond that date unless a permit is active and the work progresses to final inspection. The motion passed by roll call.
Board members urged the owner to remain in close communication with the code officer and permitting staff so progress can be verified and the case closed once work passes final inspection.
