City of Oxnard Public Works staff on May 27 presented proposed special tax rates for seven Community Facilities Districts (CFDs) for fiscal year 2025'1026 and asked the Finance & Governance Committee to recommend that the City Council adopt resolutions setting the rates and authorize billing agreements with the Ventura County Auditor-Controller.
Winneth (Winnet) Doyle, representing the River Park neighborhood CFD 5 subcommittee, told the committee the neighborhood had worked with special-districts staff since November 2024 and that the residents support the recommendations: "We agree with the recommendations within the budget, and we are requesting that the committee approve it as submitted to you," Doyle said.
Committee member Star asked staff to include references in the resolutions to voter-approved modifications made in 2018 (cited by Star as Resolution Nos. 15,138; 15,104; 15,139) and a 2024 voter modification for River Park (Resolution No. 15,805, Measure I). Star also requested clearer supporting documentation showing how amounts were calculated and comparables parcel-by-parcel. Public Works' special-districts manager Anthony Miller said staff could include the requested language and review the referenced resolutions. Director of Public Works Michael Wolf and staff confirmed that the billing details (the "final billing detail report") are part of the packet and could be tabulated into a comparables table for Council.
During a staff spot check noted by Star, CFD 5 showed a 2.6% decrease in the tax from the previous year; staff said they would incorporate year-to-year comparisons by parcel into the council packet if possible.
No formal committee vote on the CFD package is recorded in the provided transcript excerpt. Staff indicated they will update the materials to reference voter-adopted changes and provide clearer billing detail for the upcoming Council consideration.
