Klamath County to demand removal of rocks blocking Greylock Way; county may remove and assess costs

Klamath County staff told the Board of County Commissioners they will request the removal of rock barriers placed on Greylock Way and will pursue county removal and cost recovery if the owner does not comply.
Public Works staff said the blockage sits within the public road right-of-way for a user-maintained road and that property pins and survey markers were found near the obstruction. Staff reported the person responsible admitted to installing the rocks and indicated they intended to continue doing so. The county’s letter, cleared by the board by consensus, cites Oregon statute references and directs removal of the hazard within 30 days.
Staff said that if the rocks are not removed within 30 days, county crews will remove the obstruction, the county will hold a public hearing to recover the cleanup costs, and an unpaid invoice could result in a lien against the property. Staff also noted that if survey pins are disturbed during removal, the county may need to replace them and remap affected boundaries, which would be an additional expense to the property owner.
Commissioners and staff said public-safety concerns — including limited access for emergency responders and fire district worries about accessing the backs of lots — supported seeking prompt removal. The board gave staff approval by consensus to send the removal letter and proceed with the described enforcement steps if necessary.
