On a motion by Councilmember Williams, seconded by Councilmember Jensen, the council approved a commercial site plan for Lot 6 of the Mayfield Subdivision (Parcel No. 467080006) in the Grove Zone, Mixed Housing Subdistrict. Staff said the one-acre site would accommodate a single-story, roughly 11,000-square-foot retail shell building; the applicant proposed 46 parking stalls, exceeding the staff-calculated minimum of 41. The design-review board and planning commission both recommended unanimous approval.
The council also approved Resolution 2025-019 authorizing the mayor to sign a quitclaim deed returning a previously dedicated, excess right-of-way to Michelle and Corey Richins for property described near 642 South 780 East. General counsel explained the deed correction was necessary after subdivision work and that a portion of land would also be dedicated to the city as right-of-way.
On a separate motion by Councilmember Williams, seconded by Councilmember Jensen, council members approved Resolution 2025-020 authorizing the mayor to execute a consulting services agreement with DLS, Inc. to pursue funding for road transportation projects. City administration said the contract is for $100,000 with $50,000 paid up front and $50,000 upon delivery. City staff noted prior work by the consultant yielded nearly $1.9 million in infrastructure funding for the city in previous engagements. "This would... allow us to enter into an agreement with Mr. Stewart and be able to get some more money for road funding," the city administrator said.
Consent items approved without discussion included City Council minutes for April 8 and April 22, 2025; change orders to Acme Construction and FX Construction related to storm-drain and river-diversion projects; and payment reports for May 2025.
All recorded votes on these items were in favor or noted as carrying; meeting minutes list motions and seconders for each item and record the council's affirmative votes.
