Commissioners approve Justice Center contingency withdrawals, authorize security equipment change order

San Patricio County Commissioners on May 27 authorized withdrawals from the Justice Center construction contingency and approved a contract change order to move purchase and oversight of security and access-control equipment to the project contractor.
County Engineer John A. Hernandez told the court he was requesting approval of contingency withdrawal authorizations numbers 2 through 5, a package totaling about $866,963.44 and described as approximately 1.39% of the $2,000,000 contingency set aside for the project. Hernandez said one withdrawal (the reconciliation) was needed after the architectural team delivered 100% construction drawings and that the reconciliation recognized changes in millwork, steel and electrical scope. He said the steel changes and updated shop drawings and delivery schedules required additional contingency authorization. He also said an underground primary power conduit change — about 1,000 feet of conduit to meet city requirements — accounted for an additional cost recorded in the project documentation.
Hernandez described change order number 1 as an owner-requested item that would move procurement and administration of security and access-control equipment to Fulton, the project's prime contractor, to ensure compatibility and reduce separate county procurement and oversight work. He said doing so should speed the process and avoid duplicate procurement and contract monitoring.
Tim McCandless, a representative from Fulton, attended to answer technical questions. Commissioners asked whether the sheriff's office had been consulted; Hernandez said the sheriff and his team had participated intermittently in project meetings and had been kept informed.
Commissioners voted to approve authorization of the contingency withdrawals and the contract change order; the court recorded the approvals by voice vote.
The county auditor's office indicated funding for the change order had been set aside. Hernandez said the change order will be logged as contract change order number 1 and that the revised contract cost would reflect the approved changes.
The county provided documentation and itemization supporting the contingency reconciliation and the requested withdrawals, which the engineer said were on record with the county.
