Planning Commission forwards 2024 annual report, adopts bylaws and elects officers; rules revisions set for public notice

At its annual meeting, the Calvert County Planning Commission directed staff to transmit the commission's 2024 annual report to the Board of County Commissioners and voted to adopt updated bylaws.

Tamara Blake Wallace, secretary to the Planning Commission, summarized administrative duties and the 2024 highlights, including zoning text and map amendments, site-plan reviews, and development-review statistics recorded in the annual report. A motion to send the 2024 report to the Board of County Commissioners carried on the record by unanimous vote.

Commissioners then considered proposed changes to the planning commission bylaws and rules of procedure. A motion to approve the bylaws passed unanimously. Staff noted that one substantive change requested by the commission—modified language about announcements of county department attendance—had been drafted as requested and that the remaining edits under consideration were non‑substantive formatting, grammar, and capitalization fixes. Staff advised that proposed rule changes would require a 30‑day public notice period under the commission's own rules; staff said it would post the proposed changes and return after the notice period for final approval. Commissioners did not take final action to adopt revised rules of procedure at this meeting.

In elections held during the annual meeting, John Tuohy was nominated and elected chair, and Wilson Freeland was nominated and elected vice chair. Votes were recorded on the meeting record; the transcript shows support for the nominations and no recorded opposition to the officer elections.

The commission adjourned after completing the annual meeting business.
