Council approves $750,000 in maintenance contract increases and $418,000 park change order

HVAC contract; $300,000 to Aztec Elevator Company for elevator maintenance; and $100,000 to AME Builders Inc. for roofing maintenance — a combined $750,000. Staff said the increases address deferred maintenance and high-ticket replacements that arose during the existing contract terms. Resident commenter Beth Brooks questioned the timing and scale of the increases; staff and council members responded that work would otherwise be delayed and that the contract funds were being replenished to allow ongoing maintenance.
Fremont Park renovation amendments: Council also approved a set of items related to the Fremont Park renovation (consent item 4gs): a resolution dispensing with competitive bidding to incorporate additional project scope and a change order for construction contract 800286 with Dorado Design & Construction increasing the contract by $418,000 with an additional 10% contingency of $41,800; an amendment to professional service agreement (PSA) 80001517 with Maestro Development LLC increasing the contract by $155,200 (total not to exceed $1,010,200); and an amendment to PSA C106224 with David Valtz Design Landscaping Architects increasing the contract by $35,000 (to a total not to exceed $458,382). Staff said the added scope included safety-related items (shade structures over playgrounds and a higher fence for a soccer field) that councilmembers had requested and that extended construction durations required additional construction management services.
Council vote: Both the consent calendar (with the maintenance contract increases and other routine items) and the Fremont Park items were approved by roll call with the council voting in favor.
Why it matters: The maintenance amendments replenish funds so essential systems can be repaired or replaced and the park change orders reflect council-requested upgrades and safety additions to a major park renovation. Several speakers and council members urged closer scrutiny of 'nice-to-have' vs. 'must-have' items during broader budget discussions.
