Housing authority selects CHDC and Eden Housing to negotiate redevelopment of Las Deltas main campus

The Contra Costa County Housing Authority voted unanimously May 20 to adopt Resolution 5270, authorizing staff to enter into an exclusive negotiating agreement with the Community Housing Development Corporation (CHDC) of North Richmond and Eden Housing to pursue redevelopment of the Las Deltas main campus in North Richmond.
The item covers an 11.38-acre former public housing campus and directs staff to negotiate terms that would be brought back to the board for final approval. Housing Authority staff said proceeds from phased sales would be used to support other affordable-housing work in the county.
The selection followed a competitive request-for-qualifications process that opened Nov. 4, 2024, and closed Feb. 4, 2025. A seven-member selection panel that included Housing Authority representatives, a county planning official, outside development experts and North Richmond residents interviewed two responsive applicant teams and scored CHDC and Eden Housing highest (76 points) versus the second-place team (70.8 points). Joseph, a Housing Authority staff presenter, told the board the panel evaluated experience, project plan, community partnerships and eight other components.
Joseph said the selected partnership proposes building 25 homeownership units and about 115 rental units for seniors. The presenter described a phased approach to development to match financing availability and said the housing authority expects to receive about $5.5 million from the staged sale of the parcel based on current appraisals. Joseph also warned that state and federal funding uncertainties make financing challenging for whichever developer moves forward.
Donald, speaking at the podium on behalf of CHDC and Eden Housing, said the organizations have decades of local experience and “took all that into consideration when we came up with our proposal.” John, a county supervisor and board member, said, “What happens on this site is really important to the future of North Richmond,” and moved the item. The motion passed unanimously.
The resolution authorizes the executive director to enter into an exclusive negotiating agreement (ENA) with CHDC and Eden Housing to acquire the parcel for appraised fair-market value, subject to approval by the executive director and county counsel. Joseph told the board the ENA, if negotiated, will return to the board for final approval; if the selected team and staff cannot reach consensus, staff may reopen negotiations with other parties or reopen the process.
Background: Housing Authority staff said the Las Deltas redevelopment has been in active planning since 2013. The campus previously hosted Project Pride, a Head Start program and other community services; staff described the site as accounting for a significant share of North Richmond housing stock and emphasized the county’s RHNA obligations when evaluating proposals.
Next steps: Staff will negotiate the ENA with CHDC and Eden Housing, return the ENA to the board for final approval, and continue community engagement per the selection panel’s recommendations.
