Multiple callers urged the release of police records, swift administrative discipline and criminal prosecution of officers named in the case. Speakers said Rodriguez was unarmed, suffering a mental‑health crisis and was given commands only in English despite being Spanish‑speaking.
Matthew Compton and David Pulido, members of Community Service Organization (CSO) Orange County, along with several family members, told the council that Officer Luis Casillas fired 18 rounds and Officer Isaac Ibarra fired 11, citing accounts contained in the family’s review of the incident and commenters’ viewing of video. Erica Armenta, who identified herself as Rodriguez’s wife, said she has asked attorneys for the full videos and reports and accused officers of lying in reports about the number and timing of shots fired.
Several speakers asked the council to remove the two officers from duty and to pursue criminal charges. Matthew Compton said the killing deprived Rodriguez’s daughters of a father and described the family’s pain. Other speakers linked the demand for police accountability to the stalled police‑oversight director vacancy and said the oversight commission cannot function without staffing to handle officer‑involved investigations.
Councilmembers noted the matter is under investigation and some details may be the subject of legal review. Councilmembers and staff did not announce specific disciplinary steps at the May 20 meeting; multiple speakers called on the council to release the police report and to expedite any disciplinary or prosecutorial review.
