The Grand Island Town Board discussed improved tracking of professional services hours on engineering projects so the town can better match consultant work to bond requirements and capital-project budgets, and it approved a reallocation of an employee’s payroll across departments.
Board members said they want a consistent timesheet or project-hour tracking system — either within their new financial/ERP software (Tyler) or a separate time-entry program used by consultants — so staff can see how many hours are spent on Veterans Park, pump-station upgrades and other capital work. The board noted engineers typically track billable hours and suggested the town should require similar reporting to support billing, grant matching and budget decisions.
On payroll, the board approved a motion to change how employee Elaine’s salary is charged: 50% to engineering, 25% to water and 25% to wastewater. The board said this better reflects Elaine’s actual workload and will be handled through inter-departmental reimbursement entries.
Action: board approved the pay reallocation for Elaine; it directed staff to explore options for project-hour tracking in engineering and to report back on whether Tyler or an alternative platform can meet the need.
