Stevensville council approves two ordinances, minutes, claims and issues RFP for leak detection

The Stevensville Town Council voted unanimously on Jan. 23 to adopt two ordinances, approve meeting minutes and biweekly claims, and issue a request for proposals for leak detection on the town’s water lines.
Ordinance 172 establishes a no-parking zone at and around 515 Main Street between Tad Lane Park and the south property line of 515 Main Street at the request of the Montana Department of Transportation so that no-parking signs can be installed. Town Attorney Greg Overstreet prepared the ordinance. Councilor Barker moved to adopt Ordinance 172; the motion was seconded and the council recorded votes of Barker — aye; Brown — aye; Nelson — aye; Smith — aye. The mayor announced the ordinance carried 4-0.
Ordinance 173 repeals town code sections 10-117 through 10-125 and replaces them with sections 10-126 through 10-131 to update the land use variance process in response to 2023 state legislation. Greg Overstreet prepared and presented the ordinance language for council review; the first reading occurred at the Jan. 9 meeting. Councilor Barker moved to adopt Ordinance 173; Councilor Smith seconded. The council vote was Barker — aye; Brown — aye; Nelson — aye; Smith — aye. The mayor announced the ordinance carried 4-0.
Routine procedural items approved unanimously included minutes for the Jan. 9 meeting and biweekly claims numbered 19463 through 19483. The minutes approval motion was moved by Council member Barker and seconded by Council member Smith; the roll call recorded Barker — aye; Brown — aye; Nelson — aye. The claims motion was moved by Council member Smith and seconded by Council member Nelson; the roll call recorded Parker — aye; Brown — aye; Nelson — aye; Smith — aye.
The council also approved issuing a request for proposals for updated leak detection on town water lines to identify and prioritize locations of water loss. Council member Smith moved to issue the RFP and Council member Nelson seconded; the roll call recorded Barker — aye; Brown — aye; Nelson — aye; Smith — aye. During discussion councilors noted an earlier leak-detection effort had been performed by HDR Engineering with additional subcontracted work and had identified about six problem areas; councilors and staff said the new RFP is an initial step and that any vendor responses would return for council review before work proceeds.
No votes in the meeting failed or were tabled. The clerk recorded roll-call votes for each motion; minutes show unanimous support on all recorded items.
