Saline County commissioners set higher bonds for treasurer, approve ARPA MOU to preserve funds

The Saline County Board of Commissioners on Dec. 31 approved a resolution to move public-official bonds to insurer K Camp and set a higher minimum bond amount for the county treasurer, and separately adopted an intergovernmental memorandum of understanding intended to preserve American Rescue Plan Act (ARPA) funds for Fire District No. 3.
County Administrator Philip Smith Haines told commissioners the county has an opportunity to move bonds from Travelers to the county's current insurance provider, K Camp. He said K Camp requires a county resolution when the bond minimum for a position differs from the state statute. The proposed resolution raises the minimum bond for the county treasurer above the statutory minimum and adds a bond requirement for the county appraiser; the other positions listed meet the state statute minimums. Haines said the total annual premium for all bonds held by K Camp would be $386 and would be paid from the insurance line and the general fund.
"Through K Camp, it stays with the position. So there's no additional renewals that we will have to go through," Haines said, describing the insurer's approach of tying the bond to the position rather than the individual.
On a separate agenda item, Haines said Dec. 31 was the ARPA obligation deadline for county funding and that all funds had been obligated except those for Fire District No. 3, where construction bids exceeded estimates. He presented an MOU prepared by the county's federal consultants that county staff said would protect the ARPA allocation and allow the award to Fire District No. 3 next year.
