Resident asks why Chase County office handles renewals only; county explains original licenses routed to Emporia

A resident asked the Chase County Commissioners on Feb. 10 why the county’s driver’s license office offers renewals but not original licenses or permits.

During the public comment portion, a resident asked, “Why can't my daughter come up here and get her large sperm?” (the speaker was referring to getting an original permit/license locally). County staff and commissioners explained that original licenses and road tests are handled at designated state centers, with Emporia cited as one location that administers initial licensing and driving tests.

Why it matters: Access to original driver’s licenses and permits affects residents who must travel for testing and initial issuance. County staff said the state limits where original licenses and driving tests may be administered because those transactions require additional staff, driving-testing facilities and regulatory oversight.

County staff explained that a local office would need a trained employee and testing capacity, and that commercial and original licensing involve more regulations than renewals. A county official said officials “think the state is really kinda done it in locations,” and that maintaining an employee to administer originals and tests locally would be a substantial staffing commitment.

The commissioners agreed to follow up and “see if we can find out” whether more original licensing services could be provided locally and to report back to the resident.

Ending: No change to local licensing services was approved at the Feb. 10 meeting; commissioners asked staff to seek more information about state restrictions and whether additional local capacity is feasible.
