Prospect Council approves ordinance to fund new City Hall audio-visual system

Council member Holmes moved to give the ordinance a second reading and approve it; Council member Leonard seconded the motion.
Paul, identified at the meeting as the person presenting the planned system, told the council the primary shortcoming of the current setup is audio quality. "The most important protocol about a video conference is the audio," Paul said. He described features the new system will provide, including integrated feedback suppression, an integrated video-conferencing unit (rather than a laptop sitting on the dais), a higher-end camera with zoom and framing options, improved microphones and speaker placement to avoid audio loops, and remote-control capability for municipal staff. Paul said the system is expandable to serve additional meeting spaces in the future.
Paul also discussed operational options for microphones and muting, recommending a "push-to-mute" control to avoid accidental latched mutes. He said the system will allow staff — referenced in the meeting as Ron — to mute and unmute microphones centrally during remote conferences.
Council discussion touched briefly on procurement timing. An attendee referenced a vendor schedule: "Ken's company, the ISSG, said June at the earliest," and estimated ordering would take about 45 to 60 days with a 3–4 day installation window including training and pulling wire.
On the motion to approve Ordinance 647, Series 2025 — described on the record as "an ordinance amending the budget for the Capital Investment Fund of the City of Prospect for the fiscal year beginning 07/01/2024 and ending 06/30/2025" to include funding for the audio-visual system — the council recorded affirmative votes from Sandra; David; John Evans; John Gibson; Christian; and John Clark. The ordinance was read aloud during the meeting before the vote.
There was no other business on the agenda and the council promptly adjourned.
