Council schedules executive sessions, sets Feb. 27 deadline for administrator performance evaluations

City Attorney Mr. Wolf and City Administrator David briefed the North Bend City Council on Feb. 10 about the annual performance evaluation timeline and tools the council will use to evaluate the city administrator.
Mr. Wolf described the review process, saying it is administered third‑party through the Carl Vinson Institute of Government and includes a 360 assessment of department heads, peers and direct reports. He said the evaluation period covers roughly March 2024 through the present and the institute provides an anonymized consolidated report to the administrator and council.
Councilors discussed the difficulty of producing comparable assessments when some council members are new and requested the ability to read and discuss each other's comments in an executive session so they can find common themes without breaching public meeting rules. Mr. Wolf said that approach is legally permissible in executive session when discussing personnel matters.
The council settled on process dates: staff will distribute the electronic evaluation form to council members; councilors will return completed forms by Feb. 27; staff and the city attorney will consolidate and prepare a 360 package; and the council will hold an executive session in early March (week of March 3â——5) to discuss consolidated results and any additional direction. David said department heads will also provide a status update on strategic goals.
Councilors asked that forms allow members to enter "NA" where a councilor lacks direct interaction to avoid skewed scores, and several requested the option of one or more executive sessions to reach consensus on common themes. Councilors also discussed using ICMA credentialing 360 feedback on a multi‑year cycle.
Ending: Staff will circulate the electronic evaluation form and expect completed council submissions by Feb. 27; consolidated results and the 360 will be available for the March executive session.
