Keizer council approves supplemental budgets, event waiver and grants; delays chamber membership decision

The council also dissolved the personnel policy committee and authorized an intergovernmental agreement for Transportation System Plan community engagement.

A motion to join immediately failed; by consensus the council directed staff to include a Salem Chamber membership request for consideration in the 2025–26 budget process (action deferred).
- Parks matching-grant program exception: Gold Star Families Memorial Monument. Council approved a policy exception to release funds in advance of project completion so the monument can be ordered to meet a Sept. 28, 2025 completion goal. Outcome: adopted unanimously.
- IGA for Transportation System Plan (TSP) community engagement. Council approved a resolution authorizing the planning director to sign an intergovernmental agreement with state partners for consultant support to develop a community engagement plan and required equity analysis under new CFEC rules. Outcome: adopted unanimously.
- Dissolve Personnel Policy Committee. Council adopted a resolution dissolving the Personnel Policy Committee; staff confirmed that final personnel policy revisions will come to council as policy items. Outcome: adopted unanimously.
- Keizer Public Arts Commission resolution amendment. Council elected to table proposed changes to the KPAC resolution and review it during the upcoming committee-review work session (item tabled to Feb. 18).
- Consent calendar. Minutes for Jan. 6 (regular meeting) and an agreement with Stone Security for MilestoneCare premium support services were approved (item 9b was pulled for later correction). Outcome: approved unanimously for items a and c.
Many of the council votes were unanimous or recorded as “no objection.” Where the council chose not to act immediately (for example, the Salem Chamber membership), staff was directed to incorporate the request into the next budget cycle for public review and council deliberation.
