Staff recommended early procurement packages so long-lead materials and fabricated components are ordered to maintain schedule. The first early procurement package for the Phase 2 space improvements includes raw materials, manufactured building components and allowances; staff presented a GMP1 amount of $575,506 for that package. The solids-handling GMP1 early procurement (conveyor, electrical control components) was $279,131. The total early procurement authorization recommended for PCL was $854,637.
Sarah described the two projects: Phase 2 space improvements will remodel and expand Building 11 at the service center, add a new office building at the Allen Water Treatment Plant to permanently house engineering and other utilities staff now in temporary trailers, and add storage for chemicals removed by building changes. The solids-handling project replaces aging dewatering infrastructure (a belt filter press) with a centrifuge system ordered in late 2023; staff said the centrifuge is a long-lead item due to delivery timing and will arrive this summer when PCL will install it and associated components.
Board members asked why the same contractor would perform both projects; staff said the projects are small, co-located on site, and having a single contractor improves safety and coordination. Members also asked how staff is tracking effects on taste and odor; staff said the city collects daily water-quality data at the treatment plant, is preparing a presentation on operational changes and monitoring, and will communicate results through a public campaign including videos and the city’s Flow It Forward materials.
The board voted to approve the early procurement GMP1 packages and to renew PCL under the established procurement framework; additional GMPs will return to the board for future approvals.
