Mayor reports sheltering about 72–75 people per night during recent cold stretch

"The coldest night, the shelter is still, actively housing people, and we'll do so until tomorrow," Mayor Graham said at the work session. No new policy or funding request was proposed during the update; the mayor said he had emailed councilors earlier with the client counts.
