Local board approves home-occupation permit for Cutmore Supply LLC at 100 East Ponderosa Circle

Nathan Biggs, an applicant and resident at 100 East Ponderosa Circle, told members at the meeting that he plans to operate Cutmore Supply LLC, an online parts business selling mower and mulcher parts, from one stall of his three-stall garage.

The board approved a home-occupation permit with a condition that the business not operate walk-up retail, allowing the owner to store inventory and ship parts from the residence. The permit was discussed briefly during the agenda item for home-occupation applications.

"I'm starting an online business called Cutmore Supply LLC, and it's shipping and selling mower and mulcher parts," said Nathan Biggs, identifying himself as the resident and applicant at 100 East Ponderosa Circle. He told members the business would begin small—"mulching teeth for the big mulchers... and mower blades," with plans to expand later to items such as polycarbonate windows for skid steers.

Biggs said he expects to confine operations to roughly one-third of his garage. He estimated that mulcher teeth are small enough that "2,500 to 3,000" can fit on a pallet and that a pallet would last months; mower blades would occupy a few hundred per pallet. He said he expects to store "2 to 3 pallets" plus some boxed items in the garage.

For shipping, Biggs said smaller packages would use UPS; for larger palletized items he would take shipments to a dock or to the UPS station in Sioux Falls, noting he does not have a forklift and cannot accommodate a semi at his house. He also said most incoming packaging is shrink-wrapped and that he expects to use a slightly larger residential garbage bin from the local hauler, Marv's, rather than a commercial dumpster.

Board member Heidbrink moved to approve the home-occupation application "provided that there is no walk up retail." An unidentified member seconded the motion. The board then voted to approve the permit. The motion carried with no additional conditions discussed in the transcript.

The applicant said he plans to operate from his home for about six months to a year before relocating to a larger shop if the business grows. He described sourcing some items from local vendors such as Fastenal and said larger inbound pallets would be transported by pickup to his property and handled without on-site heavy equipment.
