Shawnee City Council unanimously approves CDBG annual report, MEDDAC agreement, hazard mitigation plan and NFIP recertification

Shawnee — At its Jan. 27 meeting the Shawnee City Council voted unanimously to approve the city’s 2024 Community Development Block Grant annual report; an agreement with Johnson County to co-locate MEDDAC personnel and equipment at Fire Stations 71 and 73 for 20-year terms; the Kansas Region L Hazard Mitigation Plan; and recertified the city’s participation in the FEMA National Flood Insurance Program Community Rating System.
Those approvals were taken by recorded 7-0 votes. Council member Tony Gillette participated virtually and council member Jacqueline Walters was absent; the communications director noted that all votes reflected the seven members present.
The annual report covered money distributed under the 2024 Community Development Block Grant (CDBG) program. Assistant City Manager Lauren Grasshoft presented an overview of the CDBG funds before the council approved the report 7-0. The agreement with Johnson County authorizes MEDDAC — the Military Entrance and Deployment Assistance Detachment as described in the meeting — to co-locate personnel and equipment at Fire Stations 71 and 73 for 20-year terms; the council approved that agreement 7-0. Division Chief for Emergency Management Matt Epperson presented the 388-page Kansas Region L Hazard Mitigation Plan, which the council adopted 7-0; the plan is prepared so the city can apply for FEMA-sponsored hazard mitigation grants. The council also voted 7-0 to recertify participation in the FEMA National Flood Insurance Program Community Rating System (CRS).
Public Works Director Kevin Manning said staff would review operational details from Winter Storm Blair, including staff hours, mileage, the amount of salt used and remaining supplies and the total cost of the storm response; that review was described during the meeting as a staff follow-up rather than a formal vote.
