Pharr commissioners proclaimed Dec. 16, 2024, as Arbor Day and heard a presentation from the city’s urban ecologist on the benefits of trees and how the city maintains its Tree City USA status.
Remy Vadagas, urban ecologist with Pharr Parks and Recreation, told the commission the city has participated in the Tree City USA program for seven years and is seeking renewal. "Trees improve air quality by filtering pollutants, provide shade that reduces urban heat, and help manage stormwater," Vadagas said. He also noted trees boost property values and provide habitat for migratory birds and pollinators.
Commissioner Michael Pacheco read a proclamation on behalf of Mayor Ambrosio Hernandez declaring Dec. 16, 2024, Arbor Day for the city. The proclamation text, read into the record, listed the environmental and economic benefits of trees and urged residents to support planting and protecting the urban canopy.
Vadagas outlined the four standards Pharr meets to maintain Tree City USA status: maintain a tree board or department, have a community tree ordinance, spend at least $2 per capita on urban forestry, and proclaim an annual Arbor Day. He described the renewal as a continuing commitment to "planting, caring for, and protecting our trees" for future generations.
No public testimony was offered on the proclamation, and commissioners posed no procedural questions. The proclamation presentation concluded with a photo opportunity for commissioners and staff.
The commission did not take separate formal action on an ordinance or funding change during the proclamation; the item was recorded as a ceremonial proclamation and program renewal report.
