The public works presentation said the road is an unimproved dirt access road that has become a hotspot for unlawful activity.
The closure will be in effect for 18 months, and city staff said it may be extended for additional 18‑month periods under the California Vehicle Code. Public works director Melissa Walker told the council the measure was requested by nearby property owners; Walker also identified the majority of property owners to the south of Alessandro Road as the State of California and the California Department of Fish and Wildlife, which cited conservation interests at Mystic Lake.
No members of the public spoke during the public hearing portion on this item. Council members then moved to adopt the recommendation and recorded a voice vote in favor.
The resolution, described on the record as "Resolution No. 2025‑xx," notes the closure covers approximately 3,785 feet south of Alessandro Boulevard and restricts general vehicle access while permitting emergency and property‑owner entry.
Council members and staff said the measure is a temporary step while the city and property owners pursue a longer‑term solution for the roadway and conservation area management.
Votes at a glance: the motion passed by voice vote with Council Member Delgado, Council Member Gonzales, Council Member Bernard and Mayor Pro Tem Baca Santa Cruz voting "yes." Mayor Cabrera was absent and excused earlier in the meeting.
The council did not adopt any additional regulations or permanent abandonment of the right‑of‑way at this meeting; staff presented the measure as an interim action to address public‑safety and nuisance concerns.
