LTAC reviews new process for institutional plans for distance education; committee expects recommendations in June

The Learning Technology Advisory Committee(LTAC) operations subcommittee reported progress on a newly designed Institutional Plans for Distance Education (IPDE) review process and said it expects to present completed recommendations at the June meeting.
Committee members described a Smartsheet-based workflow into which institutions upload IPDE documents and supporting files. The operations subcommittee said it has completed one full review under the new process, plans a second review by April 10 and intends to finish reviews of the four IPDEs scheduled for this cycle before the June 13 LTAC meeting.
The subcommittee reported a recusal procedure for members from institutions under review: those members will step out for their own institution—s review and return for other reviews. The group also identified several procedural improvements for evaluators and asked staff to document the staff role during reviews so future reviewers have clearer expectations.
During the LTAC business meeting the operations subcommittee chair said the expectation is to bring forward only proposals that the committee can recommend for approval; the subcommittee will not place an IPDE before the full LTAC for consideration if it is not recommending approval.
Separately, the LTACquality assurance subcommittee worked on a set of exemplars institutions can use when preparing IPDE submissions. The QA group reported exemplars for nine of 10 required items and said work continues on the remaining item, a multiyear IT plan. Committee members agreed to coordinate so exemplars align with reviewer expectations.
The committee also noted a forthcoming minor rule amendment being placed on the THECB April board agenda to clarify timing for IPDE submissions so institutions submit in alignment with their accreditor reaffirmation cycle rather than simultaneously all at once.
The LTAC operations subcommittee will meet again April 10 to complete a second review and to finalize feedback on process improvements. The committee said it remains on track to deliver a package of recommended approvals for LTAC consideration at the June 13 meeting.
Ending: The committee asked institutions preparing IPDEs to use the forthcoming exemplars and to work with THECB staff on any clarifying questions; the operations subcommittee will circulate a summary of the process changes after the April 10 meeting.
