Planning commission recommends City Council adopt Haven Avenue standard road profile in downtown

The South Salt Lake Planning Commission on March 6 forwarded a unanimous recommendation to City Council to amend Section 17.10.120 of the South Salt Lake Municipal Code to create a standard road profile for Haven Avenue from State Street to Main Street in the downtown district.
Staff said the amendment is driven by a proposed market‑center mixed‑use project and the city’s long‑term mobility goals. The proposed cross section calls for upgraded curb and gutter, widened sidewalks, tree planting, a shoulder for public parking, two travel lanes and dedicated bicycle facilities coordinated with the Parleys Trail. On the north side of Haven the plan proposes a contraflow bicycle lane; on one part of the corridor the plan shows a two‑way bike lane. The cross section was prepared with awareness of the S‑Line/UTA Central Point Place and includes provisions that would accommodate a future UTA double‑tracking scenario.
Staff said the amendment also supports an anticipated development timeline: the commission’s recommendation would go to City Council, then preliminary plat and conditional‑use permit hearings are scheduled in April for the market‑center project, followed by a development agreement and updates to a participation agreement and the Central Point Place license agreement with UTA.
Commissioners asked for clarification on where bike lanes would be placed and whether the road profile would include both sides of the corridor; staff explained the choice to concentrate certain bicycle facilities on Parleys Trail while ensuring Haven Avenue is walkable and has limited on‑street parking for retail access. Staff and a participant noted that the city’s mobility planner will bring a broader mobility update that will show how this change fits into a comprehensive downtown strategy.
The commission voted to forward a recommendation of approval to City Council. Commissioner Spencer moved the recommendation; Commissioner Southey seconded. The motion passed by roll call vote and was recorded as unanimous.
If City Council approves the ordinance amendment, the standard section will be added to Title 17 and will guide street and right‑of‑way design as redevelopment occurs along Haven Avenue. Staff said implementation will coordinate with property dedications, developer commitments and any required agreements with UTA.
