The South Salt Lake Planning Commission on March 6 approved an amended conditional use permit (CUP) for an auto dealership and a preliminary one‑lot subdivision plat to consolidate property at 3165 South State Street, the site of Car City.
City staff presented the applicant’s site plan, which proposes a new two‑story building, reconfigured display and customer parking, and closure of several nonconforming curb cuts along State Street. Staff said the application met design and parking standards except for an area along the north property line where proposed light levels exceed typical limits; staff noted that the adjacent cinder‑block wall presents no windows and is not expected to cause residential light intrusion. Staff recommended approval with conditions covering landscaping, an eight‑foot solid fence along the residential property line, lighting limits (standard maximums and a requirement that most lights be off between 10 p.m. and 7 a.m., with limited security lighting allowed), restriction on car deliveries from the public right‑of‑way, and preservation of a minimum display‑lot area.
Edgardo ("Carlos") Martinez, representing Car City, told commissioners the applicant will comply with the listed conditions. Staff added a timeline of required milestones: the CUP must be executed and a building permit pulled within two years, and the building completed within three years of permit issuance. The draft conditions also extinguish the prior 2016 CUP and replace it with the updated conditions.
Commissioners asked technical questions about lighting distribution, noise complaints and curb‑cut consolidation. Staff said they were not aware of noise complaints tied to the dealership and that fence and landscaping conditions aim to mitigate neighborhood impacts. Commissioners expressed general support; the CUP approval motion by Commissioner Spencer was seconded by Commissioner Southey and passed by roll call vote with a unanimous result.
Shortly after, the commission opened and closed the public hearing on the preliminary subdivision plat for the same site. Staff described the plat as a straightforward consolidation (the resulting lot measures about 1.3 acres) with a required 6.75‑foot right‑of‑way dedication along 3185 South and typical plat requirements for overhead utilities. Commissioner Southey moved to approve the preliminary plat; Commissioner Spencer seconded, and the motion passed unanimously.
Actions recorded: approval of conditional use permit C25‑0002 to amend operation of an auto dealership at 3165 South State Street, and approval of the preliminary subdivision plat to consolidate the parcel into one lot. Staff will monitor compliance with the CUP conditions and timelines.
