Council to remove 24 underused parking meters in North Plaza, add permit signage and press enforcement on hydrants and corner parking

Borough staff told council they plan to remove roughly 24 parking meters from two sections of the North Plaza lot and replace them with permit-only signage to free meters for use on-street and better match demand.
Staff said the purchase of 24 permit signs (12-by-18 inches) would total about $312 — roughly $13 per sign — and asked whether removing meters would require ordinance changes. Staff will verify whether any ordinance edits are needed and said they will return at the next council meeting with a request to purchase the signs and with any required ordinance language.
Council members and staff also discussed parking enforcement and safety: vehicles frequently parked close to intersections and in front of fire hydrants were impeding turns for buses, plow trucks and emergency apparatus. Council members and the fire chief asked staff to identify locations with faded yellow curb paint and to prioritize restriping so that 30-foot intersection and hydrant-clearance rules are evident. Chief Clemons (referred to in the meeting) was asked to coordinate with streets staff on problematic locations that cause narrow turning radii for apparatus.
Staff said the borough keeps a prioritized list of meters needing replacement and that contractors (Scott Brothers referenced as a service vendor) respond quickly to reported meter failures. Staff also noted they will advertise proposed parking ordinance changes for West Market Street and bring them forward for approval at the next meeting.
No formal ordinance change was adopted at Tuesday’s meeting; staff will prepare the sign purchase, any needed ordinance language and a plan for repainting/parking enforcement for council consideration.
