Aurora legislative staff briefed the Visor Committee on a state bill that would require jurisdictions to allow up to five‑story multifamily buildings served by a single stairway.
"This bill essentially would require us to amend and adopt building codes to allow up to 5 story multifamily buildings to be served by a single stairway exit," Liz said. She said Aurora opposed the same proposal last year and recommended an "oppose" position again because of public‑safety and local‑control concerns.
Staff flagged specific safety risks: restricted egress for residents during fires, questions about first‑responder access, and vulnerabilities during active‑shooter or other police responses if only one escape route exists. Staff also framed the bill as an affordability measure advanced to reduce construction costs; committee members challenged whether the trade‑offs are acceptable.
Councilmember Hancock and other members signaled support for the staff recommendation. No formal council vote occurred during the meeting.
Staff said the city will continue to coordinate with partners and monitor the bill’s movement at the Legislature.
No changes to the city's formal position were recorded at the committee meeting.
