Council approves transfer of remaining Prop A funds to support Pasadena blue line work

The Los Angeles City Council approved an amendment to move remaining funds from last fiscal year’s Proposition A allocation into the current fiscal year to support staff work on the Pasadena Blue Line project.
Sammy Wasser of the Department of Transportation told the council that $1.5 million had been set aside for staff work; about $900,000 was spent and the balance remains. He said the project’s schedule had been compressed because of problems on the Pasadena line, and the remaining funds would be needed this year to keep work on schedule.
Several council members pressed transportation staff about whether the entire remainder should be transferred now or whether the council should re-appropriate funds piecemeal if and when they were needed. Councilmember Burnson urged caution: "If it's not needed now, let's transfer it when and if it's needed." City staff and the council settled on transferring the funds now with an agreement to reassess spending as the schedule becomes clearer; the item was approved as amended.
Clerk roll call recorded the amended item (18a) as approved. Council members stressed that future requests would need clear justifications if additional transfers are sought.
