Council reviews plan to join Cherokee Regional Land Bank; county has adopted intent resolution

Mr. Patton said the county adopted a resolution of intent on Feb. 18 and state law requires that the county and at least one municipal government agree to create a land bank. Staff provided a draft city resolution of intent and draft articles and bylaws for a Cherokee Regional Land Bank, and said local governments have been coordinating since 2023, including presentations from existing land-bank representatives. Patton said the timeline would bring city consideration in April–May and that staff have included materials in the meeting packet for council review.
Councilmembers asked clarifying questions about the county action and the statutory requirement that at least one city participate. Patton said staff and the housing team expect cities to participate and that the materials in the packet were for council review ahead of any formal city resolution.
No vote was taken; staff said they will return with a resolution of intent for council consideration in coming weeks.
