Council awards 2025 right-of-way maintenance contract; low bid covers expanded street list

Public Works staff presented a recommendation to award the 2025 right-of-way maintenance contract covering city streets including Highway 5 (Exit 14 to River Point), Bluffs Parkway, Reservoir, Reinhardt College Boulevard, MLK Jr. Drive and newly added corridors including Highway 20 and Northside Parkway.
Miss Pendley said the city reissued the request for proposals after extending a prior contract and added streets to the scope. The city received eight bids on Feb. 22 and the lowest responsive bid came from TriScapes at about $900,000 (presenter noted the prior contract figure for fewer streets was $61,632 and that bid comparisons include more scope this year). Pendley explained contracting the maintenance shifts some liability to the contractor for right-of-way operations.
Council moved to approve the recommended contractor and unanimously approved the award. Staff said they will bring the contract for formal action at the next meeting and proceed with contract execution and transition of maintenance responsibilities.
