Planning Board Recommends Special Use Permit for No Limit Towing Impound Lot with Environmental and Operational Conditions

The Planning Board recommended that the Village Board grant a special use permit for No Limit Towings impound lot at 4685 Broadway, attaching multiple conditions aimed at limiting environmental impacts and long-term storage issues.

Metzger Civil Engineering presented on behalf of No Limit Towing. The application covers use of a small portion of a 3/4-acre C2 parcel already home to Strickland Automotive. Staff said a short environmental assessment form was submitted but likely not required; engineering and code enforcement discussed the need to control runoff and contaminants.

Code enforcement recommended using restrictor devices in the storm structures, catch socks, and an oil/water separator system in the paved impound area to capture contaminants from leaking vehicles. Staff also noted the village code limits vehicle impound storage and suggested enforcing a limit (the board discussed a 14-day guideline) and policing the lot so vehicles are not stored long-term. The fire chief reiterated concerns about scrap-tire storage and urged a fenced corral at least 20 feet from the building.

Member Fedorowicz moved and Member Soja seconded a motion recommending approval with the listed stipulations: paving the back lot, installing devices to control chemical runoff, policing the lot to limit long-term storage, grading and drainage plans, and moving tires to a fenced corral. The motion carried on a unanimous roll call vote.

The board required engineering drawings for grading and drainage and documentation showing the chosen contaminant-capture systems before the Village Board acts on the permit.
