Committee members reported the 2025 Open Space and Recreation Plan is back from the consultant with new and revised maps; the plan will return to the committee for review, then to other town boards before being submitted for state approval.
Committee members described significant mapping updates and new parcel-level data that will help cross‑reference priority protection areas with assessor parcel IDs. Members asked the committee coordinator to circulate the full plan and maps electronically; hard copies will be provided on request.
Chapter 61 list discrepancies Members compared the town’s October 2024 Chapter 61 listing to a February 2025 update and found several entries that appeared on last year’s list but not on the new report. Committee members said six parcels (including some large holdings) were missing from the February list and asked the assessor’s office to verify whether those omissions were reporting errors or actual withdrawals from Chapter 61 enrollment. The committee noted that a property’s removal from Chapter 61 could indicate an intent to develop or sell and that the right of first refusal and town interest would be matters for follow-up if a sale is imminent.
Creation of property inventories The committee agreed to build consolidated inventories to support outreach and monitoring work: - A 5-acre-and-above parcel list (476 parcels identified in the committee spreadsheet) to be screened for conservation need and mailing outreach. - A separate town-owned properties list to determine which town parcels are protected and which are not. - A conservation-restriction (CR) inventory and Chapter 61 expiration tracking (committee members asked the assessor’s office whether the 10‑year Chapter 61 agreements and application/expiration dates are available in assessor records).
Parcel ID cross-references and priority protection areas Committee members emphasized the need to obtain parcel identifiers (Lakeville parcel ID numbers) mapped to priority protection areas that the consultant used so the committee can overlay priority areas with the 5+ acre list and target outreach accordingly. The consultant-provided maps showed priority protection areas graphically, but committee members requested the underlying parcel ID data to enable precise cross-referencing and targeted mailings.
Next steps Committee members will share the plan maps and spreadsheets, cross-check assessor data with Chapter 61 listings, request parcel IDs for priority protection areas from the consultant or the South Coast collaborative maps referenced in the meeting, and return with a populated mailing list and flagged priority parcels at the April meeting.
