Kaysville committee approves electronic message center sign for Barnes Park

The Kaysville Business Park Architectural Review Committee approved a proposal to install an electronic message center (EMC) sign at Barnes Park, located near 950 West 200 North.
Planning staff explained the sign has already passed a city text amendment permitting EMC signs in the public-use zone and has been submitted for building permit review; it will still require a conditional-use permit from the planning commission. Staff noted the proposed sign is essentially a replica of an existing city EMC and meets the sign code and business-park guidelines. The new sign will be oriented north-south and will replace a former sign at the site.
The sign has configurable features: light dimming, ability to display static images (for example, park hours at night), and motion control. Staff said the sign uses finer-pixel LEDs for a crisper image than the city's existing sign. Commissioner Toler and board members asked questions about memorial language; a board member noted a separate interpretive sign on the site already records the Barnes family history and the city intends to retain that panel.
Applicant Mr. Stevens attended to answer questions. The committee approved the application by motion; staff will present the conditional-use permit to the planning commission next week for the remaining required approval.
