The Homelessness Oversight Commission on March 6 approved a competitively procured contract with Glide Foundation to operate a Transitional‑Age‑Youth (TAY) Health and Wellness Center at 888 Post Street, co‑located with a TAY navigation center.
Acting shelters manager Luis Bracco presented the contract (RFP #147) and asked the commission to approve an initial term from June 1, 2025, through Dec. 31, 2027. The contract budget is $7.8 million in new funding plus a 20% contingency (1.56 million), for a not‑to‑exceed total of $9,360,000. HSH staff said the funding source is 100% state HAP4 (Homeless Assistance and Prevention) grant funding.
Bracco said the TAY Health and Wellness Center will operate 24/7 and is expected to serve about 75 unique TAY per day. Glide's proposed staffing includes 28.4 full‑time equivalents for safety, case management, job development and access point/problem‑solving services. Site amenities listed in the staff memo and presentation include restrooms, showers, lockers, laundry, a kitchen and dining area, private case management offices, a hair salon, a clothing closet, a digital literacy center and a medical clinic in partnership with DPH Shelter Health.
Public commenters and youth providers supported the contract. Eliana Bender, Glide policy director, told commissioners, "There is a need for drop‑in spaces, especially for these unsheltered youth." Marnie Regan of Larkin Street and representatives from Compass Family Services expressed support and noted partnerships for referrals between drop‑in space and nearby youth shelters.
The commission approved the Glide contract by roll call (all present commissioners voted aye). Commissioners asked staff to finalize staffing and DPH clinic coordination and return with implementation details; HSH listed a May 15, 2025 task to finalize scope and staffing.

What’s next: HSH staff will finalize Glide's staffing plan, coordinate the DPH Shelter Health clinic partnership and begin reporting on performance under the new agreement. The commission also directed staff to continue contract monitoring and to make performance and compliance materials available to the public.
