McSpadden said coordinated entry conducted 1,231 assessments in January — a 14‑month high — and that the adult shelter wait list rose from about 390 to 535 people in late February. "This is very much aligned with our Home by the Bay plan," McSpadden said about a mayoral initiative to add interim beds.
The director framed the changes as a mix of fiscal triage and system redesign. HSH has been restructuring problem‑solving assistance after providers overspent earlier in the fiscal year; the department narrowed eligible uses to prioritize travel, relocation and move‑in support so funds last through the fiscal year. McSpadden said problem‑solving assistance for transitional‑age youth (TAY) will resume full scope; for adults and families, access will be limited through fiscal agents and existing prioritization categories.
