Commission postpones Shriners Hospital plan after questions about private street, lot coverage and gas-pump setbacks

The Lexington City Planning Commission postponed action on MJDP 25-8, a revised site plan for the Shriners Hospital / Masonic Temple Association property off Harrodsburg Road, after staff flagged multiple issues including private‑street maintenance, the proposed gate location, lot‑coverage calculations and drive‑through/gas pump layout adjacent to existing residential zones.
Staff said the applicant had modified the plan to increase lot coverage by counting canopies toward the B-3 zone’s 30% lot-coverage limit and that revised conditions would be issued. Staff also requested a lighting plan and a tree-protection plan per Article 26. A central concern raised by staff and commissioners was the proposed private street (Syringa Drive) and where private maintenance would begin and end; staff emphasized that a gate cannot be across a public street and asked for a clear delineation of the public-to-private transition and a maintenance note placing long-term responsibility with an HOA or other entity.
Another substantive issue was the convenience-store and gas-pump layout. Staff said pumps must be set back 65 feet from a residential zone and the applicant had not shown pump islands and dimensions on the plan; commissioners asked for a hard CAD dimension from pump islands to the adjacent residential zone. Staff also expressed concern about a proposed drive-through lane that would cross the pump/vehicle flow and said traffic-engineering and fire-department standards (including gate-operation requirements) must be met.
Applicant Fred Easteridge of Vision Engineering described recent plan edits and told the commission he would supply a lighting plan and corrected site-statistics boxes, clarify the HOA and maintenance notes, add pump dimensions and work with traffic engineering. The applicant asked the commission to approve the plan while staff finished drafting the remaining items; staff and commissioners instead favored postponement.
A commissioner moved to postpone the plan for further work; the commission approved the postponement by voice vote. Staff and the applicant said they will resolve the outstanding design, access and distance-dimension items before returning to the commission.
