The Lexington City Planning Commission postponed action on MJDP 25-7, a revision to the Meadowcrest mixed-use plan at 2550 Winchester Road, after commissioners and staff said questions remained about traffic connections, the design and safety of angled parking and accurate categorization of residential and supportive square footage.
Staff opened the discussion by describing the site and the division of lots numbered 1–4 and urging that the commission find the development complies with the Expansion Area Master Plan and that the developer provide an infrastructure-compliance report. Key technical items in the staff report included requests for a lighting plan, building heights and explicit residential-square-footage breakout in the site statistics, plus a waiver request tied to Paramount Drive’s cross section.
Traffic engineering and planning staff said the proposed continuation of Paramount Drive and the angled parking geometry present potential safety and intersection-spacing problems. Staff noted the developer had submitted a traffic study for review but that Tunnel Road and other off-site infrastructure – which influence circulation – are not yet constructed; those off-site timing and design constraints limit what the applicant can commit to until coordination is complete.
Applicant Brandon Gross told the commission the development team had delivered a lighting study, will work with staff to break out residential square footage and plans to construct roads to standard while seeking a limited waiver to taper lane widths (from 12 feet to 11 feet) through an amenity/park area to encourage traffic calming. Gross said the team would meet traffic engineering the following day to address angled parking and intersection issues.
Commission members and staff said the notes and prior commitments tied to Cowgill Way and Cowgill Way’s proposed intersection treatment required clarification. Traffic engineering expressed concern about an intersection signal and close spacing similar to a known problematic intersection in another part of town and asked for a supplemental traffic study if the connection plan changes.
Because of the outstanding traffic engineering and land-use questions, a commissioner moved to postpone the plan to allow the applicant to address the items. The commission approved the postponement by voice vote; staff and the applicant said they expected to return when the traffic and site-use questions are resolved.
