Commission approves overnight waiver for Scouting America spring camporee at Ned Houk Park

The Clovis City Commission unanimously approved a waiver March 20 allowing Scouting America’s Conquista Council to conduct a three-day, two-night spring camporee at Ned Houk Park from April 11–13, 2025.
AJ Solis, district executive for Scouting America’s Conquista Council, told commissioners the event marks the council’s centennial in the region and that Net Houk Park (named in meeting as Ned Houk Park in various places on the record) has been important to scouting activities. Solis said the council’s recent growth has drawn families from the region and that hosting council-wide events in Clovis brings visitors who support local businesses.
City staff and commissioners asked about safety and logistics. A city staff member said the park has hosted overnight camping in the past and that it can be done safely; staff added the park encompasses roughly 3,200 acres and noted the city is developing a master plan for improvements. Mayor Pro Tem Chris Bryant moved to approve the waiver; Commissioner Paula seconded. The vote was unanimous.
Why it matters: The waiver permits an overnight, large-scale youth event that organizers said will provide leadership, outdoor education and regional participation while drawing visitors to Clovis businesses.
What’s next: Organizers will work with city staff on any required site-use details and safety plans ahead of the April event.
