City commission approves consent package including affordable housing ordinance and multiple NMDOT grant applications

The Clovis City Commission unanimously approved a 16-item consent agenda on March 20 that included adoption of an ordinance establishing an affordable housing program and several resolutions to pursue New Mexico Department of Transportation (NMDOT) funding for road and signal projects.

The consent agenda contained Ordinance No. 2248-2025 (establishing an affordable housing program under the Affordable Housing Act) and Resolutions No. 3308-2025 through No. 3312-2025 declaring the city’s participation in NMDOT municipal arterial and transportation project funding for intersections, Main Street and 20th Street corridors. Other consent items included multiple grant applications, a small parks budget transfer, reappointments to advisory boards, a contract scope and fee for a Phase I environmental assessment, and authorization to pursue several state and private grants.

Commissioner Jones moved to place the items on the consent agenda; Commissioner Porter seconded. The motion to adopt the entire consent agenda was moved and seconded on the dais and carried unanimously.

Norris St. - Authorization to apply for and, if awarded, several grants including Recreation Trails Plus ($500,000 request with $250,000 match), a T-Mobile grant for Greenacres Park, AARP Community Challenge ($5,000), and New Mexico cultural properties restoration funds (Lyceum Theatre, $250,000 request with $20,000 match). - Contract approval to use DocuSign for electronic form signing and management.

Why it matters: The ordinance and the NMDOT resolutions position the city to receive state funds for housing and transportation projects; several grant applications would fund parks, cultural restoration and recreation projects that city staff said are priorities for the coming year. Approval as a consent package meant commissioners did not debate each item individually during this meeting.

What’s next: The commission’s action authorizes staff to proceed with grant applications and, where applicable, to enter required matching commitments if awards are made. Specific project timelines and award notifications will be handled through the administering agencies and returned to the commission if necessary.
