The Flower Mound Parks Board on March 6 recommended that the town accept cash in lieu of parkland dedication and collect park development fees from the Canyon Falls Village 3 residential development, a 26.937‑acre site east of Interstate 35 and south of Denton Creek Boulevard.
Staff told the board the subdivision will include 68 lots and that the applicant and staff agreed that dedicating a small parcel of land within the proposed phase would provide little public benefit because of grading, floodplain and connectivity constraints. Staff recommended cash in lieu instead of land dedication; the board voted to forward that recommendation to the planning and zoning commission and town council.
Under the board’s motion, the applicant would pay $354,020.25 in cash in lieu of parkland dedication and $94,384 in park development fees. Staff said the project includes new trail connections that will tie into the town’s trail network and that Monarch Park (future dedication) will remain a nearby public park asset.
Developer representatives from Terra Manaea were present to answer technical questions about grading, detention ponds and future trail connections. Staff and the developer discussed the practical difficulty of adding small pocket parks where detention, floodplain and culvert crossings occur; staff said building a pedestrian bridge or other crossing would require additional design and long‑term maintenance commitments.
The board’s motion to recommend acceptance of cash in lieu and the stated park development fees passed unanimously in a roll call vote.
