Council approves Rice–Larpenter Gateway cooperative funding agreement with Roseville and Maplewood

The St. Paul City Council on Feb. 19 adopted Resolution 25-309 authorizing the city to enter into and execute a cooperative funding agreement with the cities of Roseville and Maplewood to provide consulting services for the Rice Street and Larpenter Avenue Gateway Alliance, consistent with the Rice–Larpenter Vision Plan.
Council members praised the multi-jurisdictional partnership and community advocacy that spurred the project. Council members said the effort aims to improve public safety and vitality at a three-city corner where community advocates and local business owners have worked for years on redevelopment and corridor improvements. The Rice–Larpenter area crosses city boundaries and the resolution was presented as an opportunity to coordinate investment across municipal lines.
The item was taken for separate consideration from the consent agenda and put to a roll-call vote. The resolution passed with six votes in favor and one opposed and was adopted.
What the resolution authorizes: The resolution (identified in the meeting as 25-309) authorizes the city to enter into a cooperative funding agreement to support the Rice–Larpenter Gateway Alliance consulting services, to be carried out in accordance with the Rice–Larpenter Vision Plan.
