Hearing: bill would create state registry and board for on-site wastewater professionals

The House Environmental Affairs Committee held a hearing on House Bill 16 10, a proposal to create a statewide registration system and regulatory board for on-site wastewater professionals.

Sponsor Rep. Criswell said the bill would register individuals performing design, installation, inspection, maintenance or repair of residential on-site wastewater systems and would form a five-member board including representatives from IDEM, the Department of Health, industry inspectors, industry installers and a representative from IOPPA. The bill exempts local health department employees acting in their official capacity and property owners working on their primary residence.

Industry trainers and associations testified in support, saying a statewide registry would standardize education, exams and continuing education and make it easier for professionals to work across county lines. Julia Whitson of the Indiana On-site Wastewater Professionals Association said IOPPA already operates training and certification programs and could serve as a partner in implementation. Carl Glaze, who works in county regulation and holds installer credentials, told the committee that standardization would reduce the need for repeating certification work in multiple counties.

Committee members asked about board terms, notice and fee structures. Sponsors said fees would be set to cover program costs, and language on mailing and service could be clarified to provide certified delivery. Representative Criswell said he will hold the bill for further work and possible amendment and the committee did not vote on the measure during the hearing.

The committee indicated the proposal will return for additional consideration after stakeholders and drafters refine board composition, term language and administrative procedures.
